# Giving planners authority to create assignments

To be able to create meter reading assignments the PLANNER role must include the* Assign Work on Sites* authority. If this has not already been configured for you (it will usually be configured by default if you are using the assignment feature), you can add the authority in the DMS or SCADAConnect Forms [https://rubiconwater.atlassian.net/wiki/spaces/UMNC/pages/1979449436](https://rubiconwater.atlassian.net/wiki/spaces/UMNC/pages/1979449436).

Use the **By Group** tab in Security Manager and navigate to the **OICD:SCOPES > Network-Management **folder. Then add the *Assign Work on Sites* authority to the PLANNER role for ALL PARTIES.

> ℹ️ A PLANNER can create an assignment for any object they are able to view. They do not need to have the Planner role for that specific object.

# Giving parties authority to read meters or enter data

> ℹ️ Previously, only users with specific roles could be selected for reading assignments. That no longer applies, any of your users (other than customers) can be given assignments.

# How do assignee authorities work?

During the process of creating an assignment the application creates a group containing your selected sites and gives your selected assignee authority to read meters or edit data for that group. 

# Creating a group for filtering

You may need to create additional groups to assist in filtering the correct sites for meter reading or data entry assignments.

> ℹ️ This can be useful when specifying the sites to use for a Data Entry assignment because sites may have a mixture of manual and automated functions.

- Create a group in the DMS [https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001011511](https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001011511) and add your sites as group components (see [https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2000979100](https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2000979100).
- Add the group to the Assignments filter by giving the planner VIEW_OBJECT authority to the group.

# Configuring Reading Referrals

Reading referrals is enabled by default but can be disabled for SiteConnect, MeterConnect and NetworkConnect. Contact Rubicon Support if you need to disable this feature.

Referrals cannot be disabled for CustomerConnect.

# Configuring Sites for Data Entry

Tags configured for data entry must belong to a manual data collection system. This describes the general process for setting up the system.

You must use [https://rubiconwater.atlassian.net/wiki/spaces/SCFNC](https://rubiconwater.atlassian.net/wiki/spaces/SCFNC) to set up sites for data entry. The process involves the following steps:

- Create your sites in the [https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001010709](https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001010709) or in the [https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2000979029](https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2000979029).
- In the [https://rubiconwater.atlassian.net/wiki/spaces/SCFNC/pages/2055374311](https://rubiconwater.atlassian.net/wiki/spaces/SCFNC/pages/2055374311) create a manual data collection system. Ensure that the **Entry Method** is set to *Manual*.
- In the [https://rubiconwater.atlassian.net/wiki/spaces/DCNC/pages/2010185772](https://rubiconwater.atlassian.net/wiki/spaces/DCNC/pages/2010185772) select the system and use the **Insert RTU** option to add a dummy RTU to the system. You can add sites to the RTU at this stage or use the **Attach Site** menu option on the RTU to add a site later

You can configure the tags in the [https://rubiconwater.atlassian.net/wiki/spaces/DCNC/pages/2010185824](https://rubiconwater.atlassian.net/wiki/spaces/DCNC/pages/2010185824) - for example, you can specify whether the tags will be visible in the user interface.

# Requiring an Image for a Referred Reading

By default, referred readings do not include images. However, you can require that an image is uploaded with any reading that needs to be referred to a planner from SiteConnect, NetworkConnect, and MeterConnect.
